Lockheed Martin Selected To Prime FAA's Time Based Flow Management Program

Lockheed Martin has been awarded a contract to develop and implement the Time Based Flow Management (TBFM) program for the Federal Aviation Administration's Office of System Operations Programs. Key teammates include Metron Aviation Inc., Dulles, Va., and Sensis Corporation, Syracuse, N.Y.

The initial 5-year contract includes options that, if exercised, could bring the total value to $202 million over 10 years.

"This tool will expand the use of time-based metering, maximize the use of existing system capacity, and further implement next generation air transportation initiatives."

Under the contract, the Lockheed Martin team will expand upon the existing FAA Traffic Management Advisor (TMA) tool. TMA has been proven to enhance aircraft arrival and departure sequence planning by using time-based metering.

The TBFM program will evolve the existing tool into a key component of the FAA's Next Generation Air Transportation System (NextGen) because it will help optimize the flow of aircraft into capacity-constrained areas, decrease delays through better predictability of airspace use, and improve fuel efficiency. The initiative includes sustainment of TMA, re-architecture to the new TBFM system, and the design, development, testing and implementation of enhancements that transition TMA into TBFM supporting NextGen Trajectory Based Operations.

The work will be performed at Lockheed Martin locations in Atlantic City, N.J., and Rockville, Md.; Metron Aviation in Dulles, Va.; and Sensis facilities in Campbell, Calif., and Reston, Va.
