The C-130 ATS contract was competitively awarded to Lockheed Martin in 1999, with a one-year base period and nine extension options. This is the eighth extension of the contract. In addition to operating the Little Rock AFB schoolhouse, Lockheed Martin provides continuation and refresher training at Dobbins ARB, GA, Dyess AFB, TX; Pope AFB, NC; McChord AFB, WA, and Minneapolis ANGB, MN. The ATS program also provides learning centers for self- paced ground continuation training at Yokota AB, Japan; Elmendorf AFB, Alaska; and Ramstein AB Germany.

The C-130 ATS provides academic and simulator training for C-130 weapon system aircrews and maintenance personnel. Located at Little Rock AFB, Arkansas, the schoolhouse is the Department of Defense's formal C-130 training center.
