The C-130J Long Term Sustainment Program was recognized as a leading, visionary effort for its strategic Performance Based Logistics (PBL) Public Private Partnership. This partnership has adopted and integrated the best government practices and industry processes for Sustaining Logistics, Engineering and Material Management.
The public-private partnership has resulted in positive improvements in Supply Chain Management, where customer wait time and Mission Impaired Capability Awaiting Parts (MICAP) hours have been decreased. Concurrent benefits are increasing stockage effectiveness and reducing total ownership costs, which achieves the original vision of the partnership.
The Department of Defense defines performance-based logistics as the preferred strategy for weapon system product support. It employs the purchase of support as an integrated, affordable performance package designed to optimize system readiness. The U.S. Air Force Materiel Command concept of PBL, as it relates to commodities, subsystems and components, focuses on the acquisition of supply chain performance rather than the acquisition of material.
The IDGA's Military Logistics Awards were established to honor top innovators in logistics technology supporting military operations. Judges included logistics experts representing DoD, active duty military, industry partners and academia. Award criteria for the Outstanding Achievement in Military Logistics Strategy include:
