Lockheed Martin Corporation will help the Federal Bureau of Investigation design and develop a new information technology refreshment project for the Bureau's Criminal Justice Information Services (CJIS) Division in Clarksburg, W.Va.

The CJIS Division is the FBI's central repository for criminal justice information services. Under the new Technology Refreshment Program (TRP) contract, Lockheed Martin will aid the FBI in streamlining and modernizing the Information Technology infrastructure underlying several national-level crime data systems that furnish name checks, fingerprints, mug shots and other images, criminal history data, gun registrations, and other information to law enforcement officials.

A five-year contract with an initial value of $56M, the TRP is estimated by Lockheed Martin to have a potential total value of $200 million. The contract was awarded through a Department of Transportation government-wide contracting vehicle, Information Technology Omnibus Procurement (ITOP-II).

The TRP complements the existing Omnibus program, under which Lockheed Martin provides Operations and Maintenance and Engineering Services to the CJIS Division's "System of Systems."

The "System of Systems" now employs several network and workstation hardware configurations. The components of the "System" include the Integrated Automated Fingerprint Identification System; National Crime Information Center; the National Instant Criminal Background Check System; Uniform Crime Reporting and National Incident-Based Reporting System.

Lockheed Martin Information Technology of Seabrook, Md., will lead the effort aided by teammates Lockheed Martin Information Systems, Orlando, Fla.; User Technology Associates; the University of Tennessee; and D.N. American, a West Virginia small business and one of the cofounders of the West Virginia High Technology Consortium.

The team will assist the Bureau in developing a road map of necessary system modifications that will reduce the risks of the CJIS Division's ability to continue to provide critical law enforcement and civil services. The TRP will result in a number of new jobs in the Clarksburg and Fairmont West Virginia areas. Lockheed Martin will also establish an Advanced Technology Center in Fairmont, W.V. to support the program.
